Lima
was appointed in July 2003 as President of the recently
formed Governors Island Preservation and Education Corporation
(GIPEC). GIPEC is the public entity created by Governor
George Pataki and Mayor Michael Bloomberg to oversee
the planning, redevelopment and operations of Governors
Island, an historic 172-acre former military facility
in New York Harbor. Previously, Mr. Lima was Senior
Vice President for Special Projects at the NYC Economic
Development Corporation where he managed a portfolio
of large-scale planning and development projects focused
on growth of the City’s central business districts
and increasing public access to the City’s waterfront.
Mr. Lima also served as the Assistant Commissioner at
the NYC Department of Housing Preservation and Development
(HPD) from 1996 to 2002, where he was responsible for
implementing affordable housing, economic development
and open space initiatives that spurred over $1 billion
worth of construction of housing, retail and new parkland
Citywide. Prior to that, Mr. Lima was at the private
real estate development firm Forest City Ratner Companies.
He worked for the NY City Council’s Land Use Division
from 1990-1993. Mr. Lima has lectured frequently on
public-private community development initiatives and
the challenges of large-scale urban revitalization.
Lima earned a B.A. from Columbia College with a major
in architecture and urban studies, and stayed on at
Columbia to complete the Master of Science in Real Estate
Development Program. He was selected as one of several
national Fannie Mae Fellows participating in Harvard
University’s Program for Senior Executives in
State and Local Government. Mr Lima is a member of the
Board of Directors of the Columbia College Alumni Association,
and is past Board Chair for Research and Planning for
the Neighborhood Housing Services of NYC (NHS), a citywide
not-for-profit housing organization. He is a fellow
of the Institute for Urban Design. Mr. Lima is a native
Rhode Islander and is an avid sailor and photographer.
