Summary Dedicated to encouraging innovation at all levels of housing production in New York City, the New Housing New York Legacy Project (NHNY) competition combines affordability, sustainability, and design excellence. The NYC Department of Housing Preservation and Development, a partner of the NHNY Legacy Project, has donated a 40,000-square-foot site in the South Bronx for this project. As a Brownfield with a significant slope down to an adjacent abandoned railroad track, and street frontage on three sides, the site offers a variety of exciting design opportunities. NHNY’s two-stage, juried selection process for architect-developer teams features clear criteria, weighted to favor innovation and sustainability. The interdisciplinary NHNY Steering Committee has collectively contributed $320,000 of in-kind services towards creating a new procurement method for an innovative and replicable project. The Steering Committee presents the Legacy Project in collaboration with the Center for Architecture, the Department of Housing Preservation and Development, and the American Institute of Architects, New York Chapter.

Kick-Off Event at the Center for Architecture, Co-Hosted by Laurie Hawkinson and Ric Scofidio, and Co-Sponsored by Enterprise The NHNY kick-off event will establish the high level of design required to win the NHNY competition and will facilitate the interaction and eventual teaming of architects and developers (and established architects and younger architects) who might not otherwise collaborate. Architects and developers will have the opportunity to display their work (which will also be posted on the NHNY website and will be part of a rotating slideshow at the kick-off). After short introductions, the bulk of the evening will be devoted to informal architect-developer matchmaking. The evening will be co-hosted by Laurie Hawkinson and Ric Scofidio. Ms. Hawkinson is a professor of Architecture at Columbia University’s Graduate School of Architecture Preservation and Planning and a partner at Smith-Miller + Hawkinson Architects. History The NHNY Legacy Project comes as a follow-up to the New Housing New York Design Ideas Competition of 2004. Jointly sponsored by the New York Chapter of the American Institute of Architects, the New York City Council, and the City University or New York, the original NHNY created enthusiasm for innovative design and production of affordable housing. The NHNY Steering Committee seeks to translate this enthusiasm into a built project. The Committee has attracted and will continue to seek out important contributors to New York’s affordable housing community.
Competition Details The NHNY project site will be awarded to an architect-developer team, based on a two-step RFP process. One interdisciplinary jury will judge both steps of the competition. This new procurement process offers the potential to change how HPD and others select development teams. With the two-step procedure, NHNY allows many teams to submit qualifications without having to spend the time and money to develop a site-specific design and financial proposal. A short list of five finalist teams will be invited to progress to step two. The winning team will be selected based on a clear set of criteria applied to its schematic design and financial proposal. This process will set up a transparent system of selection, and should lessen the work for the jurors by limiting the amount of material they review. It will also mean that only teams with a realistic chance of being selected will have to make the tremendous effort, in both time and expense, to develop a complete proposal.
